Why secure, governed and sovereign AI matters now

AI adoption is accelerating fast.

Microsoft’s latest report tracking global use found that, by the end of 2025, generative AI usage had reached 16.3% of the world’s population – roughly one in six people. At the same time, its 2025 Work Trend Index showed that organisations further ahead with AI were already seeing gains in productivity and confidence, with 71% of Frontier Firm workers saying their business is thriving, and 55% saying they can take on more work because of AI.

That momentum creates real opportunity for businesses. But it also creates pressure.

Because while organisations are racing to adopt AI, many are doing so without always putting the right controls in place. IBM’s 2025 Cost of a Data Breach report found that 97% of organisations that experienced an AI-related security incident lacked proper AI access controls, while 63% didn’t have AI governance policies in place to manage its use or prevent shadow AI.

That is why ethical AI matters.

3 Foundations of Ethical AI

Ethical AI is broader than any single framework, but in practice, three foundations are becoming increasingly important for organisations looking to use AI safely at scale:

  1. Security
  2. Data sovereignty
  3. Governance

Successful scale also depends on other factors such as; operating model, adoption, use case selection, change management, measurable value.

Get these right, and AI becomes something you can scale with confidence. Get them wrong, and even the most promising AI tools can create risk and expose data

What is Ethical AI?

Ethical AI means designing, deploying and managing AI in a way that is responsible, transparent and controlled.

In practice, that means more than simply choosing a reputable AI tool. It means making sure AI is introduced into your organisation in a way that aligns with your security requirements, your legal and regulatory obligations and your operational controls, as well as your wider values.

This matters because, increasingly, AI does not sit outside of the organisation – it’s become a core part of how work gets done. It interacts with your data, your people, your systems and your decision-making. It’s a key component of the organisation itself. So its use is increasingly a business issue, not an IT one.

The UK’s National Cyber Security Centre says leaders don’t need to be technical experts to use AI ethically. What they do need is to understand the risks well enough to ask the right questions – about accountability, governance, critical assets and protection.

So when we talk about ethical AI today, we are really talking about AI that is:

  • Secure against misuse, leak and attack
  • Sovereign in how and where sensitive data is handled
  • Governed with clear ownership, rules and oversight.

Why is ethical AI becoming so important?

The case for AI is obvious. Businesses want faster access to insight, less manual effort, better customer experiences and more time back for higher value work. But the risks are becoming clearer too.

As AI usage grows, so does the chance of sensitive information being pasted into public tools; of models being connected to systems without proper controls; and of teams using AI in ways that nobody has formally approved. And that’s before we even think about more advanced risks like insecure integrations, prompt injections, model vulnerabilities and weak access management.

The NCSC has published guidance specifically to help leaders understand AI and cyber risk, including questions around where accountability sits, whether security is factored into AI decisions, and how AI risks fit into existing governance processes.

Regulation is also moving forward. In the EU, the AI Act came into force on 1 August 2024 as part of a wider package of policies and measures to support the development and use of trustworthy AI. The full Act is due to become generally applicable on 2 August 2026, with additional provisions for high-risk systems following later.

What this means is that organisations are under growing pressure from both sides: the need to adopt AI to keep pace with competitors, and the need to prove they are doing it safely, securely and responsibly.

The three foundations

1.Security: Protecting data, systems and AI use in practice

AI security is about making sure AI systems and tools don’t introduce avoidable cyber risk.

As well as obvious issues like access controls and encryption, this includes ensuring AI tools and systems are secure throughout the full lifecycle, from design and development to deployment, maintenance, and end of life and decommissioning. In 2025, the NCSC highlighted a new global standard for AI security across the AI lifecycle, published by the European Telecommunications Standards Institute (ETSI). This helps everyone involved in the provision of AI tools and systems – from designers and vendors to operators and integrators – to protect them against evolving cyber threats.

Why does this matter?

Because AI often connects to large volumes of business data and can be embedded into everyday workflows very quickly. That means if access is too broad, controls are weak or integrations are poorly managed, the impact of a mistake or compromise can spread far, and fast.

What might that look like in practice?

Let’s say an employee uses a public AI assistant to summarise a board paper or customer contract. It feels harmless, and the employee saves hours out of their day. But if the information they fed into the tool includes sensitive or regulated data, the risk depends on the tool, the deployment model, and the enterprise controls in place: the organisation may lose control of where that content goes, who can access it, and how it is processed.

In a more advanced example, imagine a business launches an AI-powered internal assistant connected to SharePoint, Teams and CRM data. The assistant works well, but because permissions weren’t reviewed properly, users are now seeing content they shouldn’t be able to. The issue isn’t the AI assistant – it’s the weak security architecture around it.

This is why secure AI isn’t just about the model. It’s about identity, permissions, data boundaries, monitoring and lifecycle controls.

2.Data sovereignty: Staying in control of where data lives and who can access it

Data sovereignty is about ensuring data is handled and retained in line with the laws, controls and requirements that matter to your organisation.

For regulated sectors in particular, this is a growing issue as AI tools become more deeply embedded in cloud environments and services that cross international borders.

The European Commission’s data strategy explicitly links data sovereignty to keeping companies and individuals in control of the data they generate. For its part, Microsoft’s Sovereign Cloud centres on giving greater control over data location, encryption and administrative access to regulated and public sector customers.

Why does this matter?

Because not all deployments are equal. Two tools may appear to do similar things, but they can differ significantly in where data is processed, where it is stored, what jurisdictions may apply, and what level of customer control exists.

What might that look like in practice?

Let’s say a healthcare or public sector organisation wants to use AI to summarise case notes, service records or performance reports. The productivity benefit is clear. But unless the organisation understands where that data is processed, how it is retained, and what controls are in place, it may struggle to meet its own compliance, assurance or residency requirements.

This is where sovereignty matters. It helps organisations ask the right questions before any AI is scaled. Questions like, where does data go? Who can administer it? What stays in-region? And what is retained?

3.Governance: Making AI accountable, explainable and manageable

Governance is what turns AI from an ad hoc experiment into something businesses can trust. It covers the policies, roles, decision-making processes and controls that shape how AI is selected, approved, used, monitored and reviewed.

Without governance, organisations tend to end up with multiple teams using different tools, inconsistent rules, unclear ownership and no easy way to assess not only risk, but value.

The NCSC advises leaders to ask where accountability for AI security sits, and how AI risk integrates into existing governance processes. The Information Commissioner’s Office guidance on AI also places strong emphasis on governance and accountability in how AI systems are used.

Why does this matter?

Because AI changes quickly. New tools emerge fast. Use cases expand. People find workarounds. And what starts as a small productivity experiment can become a business-critical workflow in a matter of weeks.

What might that look like in practice?

Let’s imagine your marketing team starts using one AI tool for content support, your sales team adopts another for meeting summaries, and HR trials a third for policy drafting. Individually, none of these decisions feels major. But collectively, it means the organisation now has fragmented AI usage, inconsistent controls and no shared view of risk, ownership or outcome.

Governance is about having a defined AI policy in place that ensures high-risk use cases have an approved path, and that data classifications are understood. It means having human oversight defined, and ensuring security, legal and technical teams know their roles, with monitoring and reviews built in.

It’s not bureaucracy for bureaucracy’s sake. It’s a structured approach to AI that makes scaling responsibly possible.

My view on ethical AI is grounded in a simple principle. Organisations should use AI to improve outcomes without weakening accountability. It is less about abstract theory and more about how AI is deployed in practice. AI should enhance human judgement, not replace it, with clear boundaries around human review, disciplined data practices, bias and performance testing, transparency, and governance that prevents poor deployments from scaling.

Ethical AI made real: What good looks like

For most organisations, it doesn’t (and shouldn’t) start with a massive framework document. It starts with a few practical decisions made thoughtfully.

That might include:

  • Choosing enterprise AI tools with clear security measures baked in
  • Defining which data should never be entered into general-purpose AI tools
  • Setting rules for approved and unapproved uses
  • Reviewing data residency, retention and access arrangements before rollout
  • Establishing ownership across IT, security, data, compliance and business teams
  • Training employees so AI literacy keeps pace with adoption
  • Monitoring usage so shadow AI does not become the default

Trust is what determines whether or not AI will get beyond the pilot stage. If people see it as useful but unsafe, they won’t use it. If leaders see opportunity but not control, they won’t invest in it. And if compliance and security teams are brought in too late, they won’t feel the sense of ownership that is critical for responsibility.

AI done ethically is where that trust begins.

The conversation around AI can often sound abstract. In reality, it’s a practical idea with practical steps to success. What it boils down to is whether your AI is secure enough to protect sensitive data, sovereign enough to meet your obligations and keep you in control, and governed well enough to be scaled safely across the organisation.

AI has the potential to transform the way work gets done. It can create value at speed, and help organisations move faster than ever before. But without security, sovereignty and governance, it can create risk just as quickly.

The organisations that get ahead will not just be the ones using more AI. They will be the ones using it with more control, more clarity and more trust.
