If you feel like AI has shown up in your organisation without a formal rollout, you are not imagining it. Shadow AI is the quiet, everyday use of consumer or unapproved AI tools by employees who are trying to move faster, write better, summarise quicker, or solve a problem without waiting for an official route. It often starts with low-risk tasks, like rewriting an email, but the moment someone pastes client details, case notes, pricing, HR information or internal documents into the wrong place, you can have a real data issue on your hands. 

What Is Shadow AI, and Why It Is Rising 

Shadow AI is any AI use that sits outside your agreed technology stack, controls, and oversight. That includes staff using public AI chat tools, browser extensions, plug-ins, or productivity apps that have not been assessed by IT and security. 

It is rising for a simple reason: people are being measured on speed, quality, and output, and AI can help straight away. When official guidance is slow, unclear, or feels overly restrictive, teams fill the gap themselves. You will see this most in operationally busy environments, and in multi-site organisations where teams are spread out and people lean on whatever tool helps them get through the day. 

The most effective response is not to clamp down and hope it goes away. It is enablement plus guardrails:

  • A clear policy that uses plain English and role-based examples 
  • Monitoring that protects data without making work harder 

Common Tools And Behaviours 

When people talk about shadow AI tools, they are usually referring to a mix of: 

  • Public AI chat tools used for drafting, rewriting and summarising 
  • AI meeting note taking tools added to calls without approval 
  • Browser extensions that aid email and proposal writing 
  • AI apps connected to Microsoft 365 
  • Staff uploading documents to get faster summaries 

This is why companies that officially only use Microsoft 365 are not free from risk. If an AI app has been granted access to mailboxes, files, calendars or Teams data, your risk profile changes quickly.

Tackling shadow AI is not about blocking AI use. These are fixable risks, and the organisations that handle them well tend to end up with better adoption and better outcomes. 

Data Exposure and Governance 

Prompts and outputs can contain sensitive data. Once it leaves your control plane, you may have no clarity on retention, training, onward sharing, or who can access it. Microsoft Purview has specific capabilities aimed at managing AI-related risk and governance controls across Copilots, agents, and other generative AI apps.

You need a repeatable way to assess AI tools, not a one-off debate per department. That includes what data the tool can access, where processing happens, retention, and whether the supplier’s terms fit your sector’s obligations.

UK Expectations: UK GDPR, DUAA, And Secure-By-Design Thinking 

Mid-market leaders are right to ask where UK GDPR and the The Data Use and Access Act 2025 (DUAA) fit into day-to-day AI use. The DUAA updates parts of the UK’s data protection and privacy framework, with changes being phased in over time, so policies and governance around data use still matter. 

On the security side, UK guidance continues to stress secure design and transparency. The NCSC has also warned about risks in AI systems such as prompt injection, making the case for designing controls that reduce impact rather than betting on a silver bullet.
